World's Best Workforce

The World's Best Workforce bill was passed in 2013 to ensure every school district in Minnesota is making strides to increase student performance. Each district must develop a plan that addresses the following five goals:

• All children are ready for school
• All third-grade students can read at grade level
• All racial and economic achievement gaps between students are closed
• All students are ready for career and college
• All students graduate from high school

All children are ready for school

Goal A: The percentage of all students who attend preschool programs in RPS who are meeting expectations on the Teaching Strategies Gold (TS Gold) growth report for literacy, will increase from 36.7% in 2019 to 46.7% in 2020.

• Results of Goal A: The percentage of preschool students who met expectations on the TS Gold growth report for literacy increased from 36.7% in fall 2019 to 80.0% in winter 2020. Goal met.

Goal B: The percentage of all students who attend preschool programs in RPS who are meeting expectations on the Teaching Strategies Gold (TS Gold) growth report for math, will increase from 15.7% in 2019 to 25.7% in 2020.

• Results of Goal B: The percentage of preschool students who met expectations on the TS Gold growth report for math increased from 15.7% in fall 2018 to 64.9% in winter 2020. Goal met.

All third-grade students can read at grade level

Goal: The proficiency of third-grade students enrolled during the full academic year within RPS on all state reading accountability tests will increase from 41.7% in 2016 to 50% in 2020.

• Result & Status: We are unable to report on this multi-year goal due to COVID-19 disruptions of our spring 2020 testing schedule.

All racial and economic achievement gaps between students are closed

Goal A: The proficiency gap between Black and White students enrolled at RPS as measured by all state reading and math accountability tests will decrease by 10% from 2016 to 2020 while increasing the proficiency of White students by 3% each year.

• Results & Status of Goal A: We are unable to report on this multi-year goal due to COVID-19 disruptions of our spring 2020 testing schedule.

Goal B: The proficiency gap between Latino and White students enrolled at RPS as measured by all state reading and math accountability tests will decrease by 10% from 2016 to 2020 while increasing the proficiency of White students by 3% each year.

• Results & Status of Goal B: We are unable to report on this multi-year goal due to COVID-19 disruptions of our spring 2020 testing schedule.

All students are ready for career and college

Goal: The percent of 11th-grade students at RPS who meet college readiness benchmarks on the spring ACT test will increase by 4% from 2016 to 2020 in the following subjects:

• English: 32% to 36%
• Mathematics: 20% to 24%
• Reading: 26% to 30%
• Science: 20% to 24%
• Met all four subjects: 13% to 17%

Result & Status: The percent of 11th-grade students who met college readiness benchmarks on the 2020 ACT were as follows:

• English: 43% (goal met)
• Mathematics: 24% (goal met)
• Reading: 32% (goal met)
• Science: 24% (goal met)
• Met all four subjects: 17% (goal met)

All students graduate from high school

Goal: The percentage of all RPS students graduating within four years will increase from 70.3% in 2015 to 93.5% in 2020.

• Result: The four-year graduation rate for RPS students decreased from 79.3% in 2018 to 74.5% in 2019. Our interim goal for 2019 was 88.9%, so we are not on track.
